As safety is the operative word here, a dock leveler blocks the movement of a forklift through a safety device preventing it from falling due to the disparity of the ground level if a truck is missing.
The dock leveler could be adjusted to suit a truck's height. And once, the dock leveler reverts back to ground level, a safety device would automatically be raised to prevent any forklift movement.
